The government had supported businesses through the pandemic.
Footfall in Dublin City is only about two thirds of 2019 levels.
That's according to Dublin Town - who say it's not enough to sustain business in the area.
Ministers in Stormont arranged a 100 pound voucher for the public to use in local shops.

Chief executive of Dublin Town, Richard Guiney, reckons they should do the same in the Republic.
He says there's a risk some of the city's shops and hospitality outlets will go under.
"Trade is not at the levels of where it needs to be to sustain those businesses," he said.
"Our footfall is about two thirds of what it would have been in 2019."
"It's not enough when the government supports, which have been very welcome, are withdrawn."
