London have adopted congestion charges since 2003.
The government are considering a number of measures as part of efforts to cut emissions.
One of these is to introduce a congestion charge in the city centre of Dublin.
It comes as a report from 2018 looked into average speeds during peak traffic times.
The average speed of vehicles in Dublin city centre was just under 10 kilometres per hour.

In London, the congestion charge applies to a 21km² area of the city centre.
Vehicles are charged £11.50 to enter with over £230 million expected to be raised in 2021.
John Gibbons, an environmental campaigner, says the solution is to turn Dublin over to pedestrians.
"The most successful pedestrian street, the most successful retail street in Ireland .. is Grafton Street," Gibbons said.
"The retailers and the council originally fought moves to pedestrianize Grafton Street back in the 70s and 80s."
"It's now the most successful street in Dublin. Why? Because it's not clogged with traffic."
