Other councils issued more than 30 for the same period.
Penalties for pet mess are not being strictly enforced in some parts of the country.
Galway City Council and two Dublin local authorities failed to issue any fines to pet owners in 2021.
According to The Irish Times, Dublin City Council and Dun Laoghaire Rathdown were the two authorities with no penalties issued.
In contrast, Kerry County Council issued 31 fines over the course of 2021.

Independent Councillor for Castleisland, Jackie Healy-Rae, says dog owners in Kerry have taken responsibility.
"Kerry County Council this year so far between January and now have carried out 17 joint patrols of their dog and litter wardens."
"They found that 92 per cent of the 90 dog owners that they spoke to on those joint-patrols have their doggy bags."
Local authorities can issue on-the-spot fines of €150 while cases which go to court can see a maximum fine of €4,000.
