102 new officers graduated from Templemore last week.
The government will only reach a quarter of its Garda recruitment targets this year.
That's according to a body representing rank and file members of An Garda Síochána.
The Garda Representative Association says only 25 have begun training in Templemore this year.
It estimates only 200 will graduate from the college by the end of 2022.

The 200 number is a stark difference from the 800 expected to graduate before this year.
The GRA warn that they'll fall well short of that figure due to resignations and retirements.
Issues around pay and conditions are among the issues that'll be highlighted at the GRA's annual conference.
The conference kicks off in Westport in Mayo today.
