The return to offices could be split up with some remote working.
Minister Eamon Ryan has answered questions about workers returning to offices.
Ryan expects the process to begin in September in a gradual rollout.
The news has been welcomed by bodies such as the the Irish Small and Medium Enterprises group.

ISME CEO Neil McDonnell says being back in the office isn't "any sort of threat to the public health anymore."
"We would like to see clarity on understanding the vaccination status of employees."
Google in the US have required workers to be vaccinated before returning to work.
Taoiseach Micheál Martin says that won't be the case in Ireland.
