It had been proposed the fee be expanded to laptops and tablets, however it's proving too costly and difficult to enforce.
Nearly 1 in 10 households no longer own a tv, but streaming services online means people can still access content.
The Cabinet is still expected to give the go ahead to new rules aimed at tackling licence fee evaders in their meeting later this morning.
