"This pandemic has constantly thrown up tricky situations," Harris said.
"We're recognising that pausing reopening these sectors would have minimal of any effect on this virus."
"Working sector by sector to put in place specific guidance is the way to proceed."
Talks will take place today to form new guidelines for the sectors, along with the enforcement of vaccine certs.
