Mr. Johnson insists the government's working to tackle the problem.
"What we're doing today, is taking practical steps to ensure that the football banning order regime is changed."

Meanwhile, Portsmouth FC is investigating claims that racist messages were sent between under-18 players after the Euros final.
Screenshots of the alleged conversation have circulated on social media.
The League One club says it's "totally committed to the elimination of all forms of discrimination".
