The Justice Minister, Tánaiste and Taoiseach have all condemned an attack on a 14-year-old boy in Navan.
Gardaí are reportedly treating it as a 'hate crime', while the Louth-Meath ETB has begun disciplinary proceedings.
The attack by a group of teenagers on Monday was filmed and has been widely shared on social media.
The Taoiseach says social media companies are responsible for removing these types of videos.
Leo Varadkar said the new Future of Media Commission will "strengthen" the government's powers to take down offending content.
He added accounts - of people who share this type of content - can be suspended, and fines can be imposed.
