More dog wardens and harsher fines are being recommended as a way to reduce dog attacks.

A dedicated working group on dog control was set up following an attack on a young boy in Co Wexford last November.

A central database for microchipping and dog breeders have also been recommended as part of an interim report.

John Healy from Moneygall lost 50 lambs following an attack by two dogs on his farm last December.

He says stronger enforcement is needed to hold irresponsible dog owners to account:

"It was a devastating, devastating attack on us."

Mr. Healy says two dogs were involved, and he never found out who owned them.

"Nobody ever owned up to it," he said.
